As of the 29th of December 2020, Mastercard will be updating the secure e-commerce transaction fee for many countries in Europe.

The current version of this fee is charged at the same rate regardless of 3DS specification, but from December 29th, the fee levied for using 3DS1 (version 1) will double, whereas the fee applied for using EMV 3DS (version 2) will remain at the current rate.

The countries impacted by this change are Albania, Andorra, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark (including territories), Estonia, Finland (including territories), Greece, Hungary, Iceland, Ireland, Italy (including Vatican City and San Marino), Kosovo, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway (including territories), Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Ukraine, United Kingdom (including territories).

This fee is currently billed regardless of 3DS specification at 0.022 EUR per MasterCard authentication for most European countries and with tiered fee structures for some ranging from 0 to 0.0221 EUR per authentication. As of the 29th December 2020, the current rate will be doubled (0.044) for the 3DS version 1 specification and remain the same for the EMV 3DS specification.

The updated fee structure for France will deviate further. As of January 1st 2021, using the 3DS version 1 specification will be charged 0.06 EUR per authentication, while billing for using the EMV 3DS specification will differ by regionality. Domestic authentications are not billed whereas intra- and interregional authentications are assessed a tiered fee from 0.04 EUR to 0.1 EUR.

There will be some additional deviations for Italy (including Vatican City and San Marino). Using the 3DS version 1 specification will be charged according to a tiered structure ranging from 0.02 EUR to 0.012 EUR, whereas using the EMV 3DS specification will be charged at 0.01% of the authentication amount.

As for Bambora’s customers, IC++ merchants will see the update as part of their reported scheme fees automatically, based on the version of 3DS being used. Merchants on a Blended price model will be informed in cases of impacts requiring adjusted pricing.
